You heard is right that Sultanate of Oman plans to vanish its NOC rule which is used by employers to exploit and torture those expatriates want to change their job.
The news comes from leading english newspaper of Oman, Times of Oman which states top government employee said that we were seriously interested in removal of NOC option a pre-requisite to change job in Oman. We want to make labor laws more flexible to attract more investors in Oman.
The governement employee is Said Bin Nasser Al Saadi which is advisor to the minister of Manpower. His exact words are:
We will remove the NOC option. It will be removed. The plan is being considered seriously,”…
If NOC is scraped than this may help many expatriates especially South Asian from Pakistan and India. As if they want to change job they need NOC otherwise without NOC they have to face Travel Ban to Oman.

This NOC rule was implemented on 2014 july in which expatriates who doesn’t like their job and want to get new job in Oman need No Objection Certificate his Current employer. Without NOC if any expatriate goes back to his home country and want to come back for new job will not enter in Oman for 2 years until the Ban is lifted.

In the start of this year ROP Oman strictly order to show NOC for transferring of Job and representatives of company or employer should visit immigration office during the change of Job.
It is unlawful to use NOC as a tool to exploit expatriates. The Main Aim behind the NOC to Make labor market more transparent but due to many wrong sides of NOC expatriates want to remove this rule.
Also those expatriates who already completed their Job contract must don’t need NOC but still they are ban for two years.
The Same Move Already Comes in Qatar Who Eases Down their Laws for expats starting this December.

It is astonishing that even after working of 8 years in Oman(despite completion of contract of 2 years) employers lost the contract with PDO. Then employer asked it’s staff to go back to their country. But not providing NOC. Oman govt should think on this matter, after so many years delivering our prompt service with life at stake, one fine morning employer is asking to go back. No problem people are ready to leave, but as trust is developed in other firm who are interested to take us provided present employer provides NOC. If so we can happily continue our dedicated service to this nation.
Request to the Govt of Oman to look into the matter and provide amicable solution.

It’s so sad that most of the sponsors are using this NOC to blackmail the workers.After finish the 2 years contract still they did not give us NOC .we have only 2 options, renew or cancel.however we don’t have any problem if we renew but at least they will give our salary pending,but they are not.They use the NOC law in a bad way.We “WORKERS” are begging to remove the NOC.

Good to hear this..there is one more important topic to tackle and that is…LAW REGARDING PASSPORT..Ist true that it is strictly prohibited for Omani employees to hold with them passports of expatriates !?? And if soneone discovered doing this will be penalized!?? Ist a law here in Oman..!?? If so ..WHY IS IT IN OUR WORK AT AL MASARRA HOSPITAL under the Ministry of Health..our passports are with the admins posession and not with us employees!?? CAN YOU PLEASE GIVE US A WRITTEN ORDER OR LAW if its really true that passport should be kept by employees and not the employer so we can show it personally to our admin service…HOPING FOR YOUR IMMEDIATE ACTIONS on this ALLAH BLESS…

I want to say government a man life is short a worker finished two year job contract a worker cannot change his job and he have to wait two years his country to change job is a bed news for worker. Is also bed news of goodwill in Oman. Because only for noc law worker suffer most. As a worker I appeal government as soon as possible noc law.
