The Council of Ministers decided Tuesday(24th Sep 2019) at a meeting chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, that the Saudi Government will pay for the five-year fee for expatriate workers in industrial facilities under an industrial license, effective from October 1.
This comes with the Ministry of Industry and Mineral Resources in coordination with the Ministries of Finance, Labor and Social Development, to deduct those amounts from the budget of the private sector stimulus program, in addition to the Ministry of Industry to find sustainable solutions that enhance the competitiveness of the industrial sector.
The above fee will no longer be applicable for 5 years only for factory workers

The newspaper “Okaz” has said that a committee headed by the Minister of Industry and Mineral Resources, and the membership of high-level representatives in the ministries of energy and water will be tasked with studying the stabilization of the prices of energy mix, electricity and hydrocarbons in industrial facilities licensed under an industrial sector, and that the energy prices of factories with consumption Energy-intensive to achieve the goals until 2030.

Other entities will be required to coordinate with the Ministry of Energy in the event of any action or decision reflected in raising costs on licensed factories, fining licensed industrial establishments, closing industrial facilities, and closing production lines of those factories
